How can my prayers help people on a local level?

To pray for where you live can be and effective way to change local lives. If you find the general water source for your city, go there and pray for it. There you will begin to change lives since that source of water gives live, sustains live and nourishes life. Walk and pray, pray for your city, pray for its businesses. Just like praying for someone in church, you can pray for the people on a street, pray for a whole building or pray for a location. Most of all just pray!
