Is it proper to ask for prayer on another's behalf?

Prayer is proper, as a whole. Prayer can be most effective for others around you that need it. You may have friends with problems, successes, or addictions where your faithful prayer will intervene and solve those items. Be sure to let them know, "I prayed for you over that" as it might open ther eyes or reaffirm their conviction in the power of prayer too.
