Will I make a difference in our town leadership through prayer?

Yes, and it can be done a few different ways. Write a letter about your concerns to that person and strongly propose that them and this problem or idea will be in your Prayers. If you don't make personal contact that is ok, just pray for them daily, twice a day or hourly and you will hopefully have an effect on their judgments. Ask others to pray also.
